Phillis sat, sighing to himself. He scribbled a note on a piece of paper. Well, not scribbled. He wasn't even capable of doing so. His handwriting was the most beautiful in Avaleur. If only battles were hand written. He'd be the strongest by far. Well, it was too bad it counted for hardly anything.
He finished the note and folded it up. Taking out another piece of paper, reading it over, signing it, folding it, and putting it away. Grabbing another, reading it, putting his signature on it, folding it. The routine was mundane. But he was good at it, at least.
He thought over a few things in his mind. This whole werewolf situation. It pissed him off. They had such poor timing to show up right after the war. He didn't plan to go easy on them.
He sighed to himself as he signed more papers and put them aside.

Phillis felt a chill down his spine as soon as he heard the phrase. "Oh god, what could it possibly be this time?" he asked, already rubbing his forehead, anticipating a headache.

Phillis didn't look up as he continued to scribble his signature on various documents. "Because they committed crimes and there are no exceptions to breaking the law."

"But you know that they had to follow the pack leader, and he was the one who ordered the crimes. Their old leader is dead! I know a lot of them, they wanted a different life! They are good people, Phillis, and they are no longer controlled by a menacing criminal!" Namari gritted her teeth. If he doesn't look at me in ten seconds...

"They are good people but so what?! That's completely irrelevant when they've gone and made idiotic decisions! I may take some things lightly, but the law is NOT one of them. Now, if you've anything else to say, say it. If not, leave." He put his pen down.

Namari stared at the man for a few moments. Then she took one glance at the stone table he wrote on, and flipped it completely over, to her left and the king's right. She stared in anger at Phillis. "Now you listen to me Phillis! In a pack, you don't have a fucking choice! The pack alpha's word IS law! And I'll be damned if you don't respect the way their people work! They are finally free from that ass of an alpha. And I would rather die than let you steal that freedom that they could have."

Phillis glared at Namari as she spoke. He took one look at his flipped table. "How dare you disrespect the king like that!" He stood up. " You better fucking listen to me, right now. The law is the law, if I start making exceptions, I might as well tell everyone to stop following it all together. I don't care if this alpha douche had a fucking sword to their necks, it was THEIR CHOICE to listen to him. It's THEIR FAULT they don't have pride enough to deny his word. Steal their freedom?! MAYBE THEY SHOULD HAVE THOUGHT ABOUT THAT ONE BEFORE THEY FUCKED THEMSELVES OVER!" he took a breath. "If you would rather die than have that happen, then go ahead. Because that's exactly what's going to happen and you can get the fuck over it right now. There is no place for emotional attachment in my law."

((okie dokie)) Roe flicked one of his ears as he heard the shouting. It was Namari and a human male from the sounds of it. With a sigh, Roe walked up to the guard standing outside the castle gate. Pointing to his ears, Roe said something to the guard. "I am on an errand from the High Elves to speak to Namari Lovell. Please take me to her." He said. The guard looked at him strange, then shrugged and started guiding him to the room Namari was in. Roe walked in casually.
"So, what's all the racket about? Anything I may be able to help with Namari?" He asked bluntly. He looked at the man and immediately figured he was royalty of some sort. Maybe even the king. Roe swore to himself. He always loathed getting in on politics, even if he was good at it.

"Oh, nothings really happening. Except the 'king' has decided to be an unlawful ruler and keep all of the werewolves in jail!" She smiled sarcastically to Roe. Her anger was depicted at Phillis, though. She then quickly turned to her king and gave him a look of disgust. "Most of the people you have in jail are INNOCENT Phillis! Not to mention the kids that are still in the forest, gods know if they're surviving this! You know how much crime goes around in this city that you can't be bothered to deal with? You decide within five seconds the fate of others!"
Namari took a large breath in before asking, "How the hell can you live with yourself?!"
Roe folded his arms and furrowed his brow. "War is never a good thing. It makes orphans and widows, eliminates entire family bloodlines. Prisoners of war are usually kept in jail for just those reasons, even after the war. Ninety percent of those kept in jail didn't want to fight, but they did nonetheless. Being a prisoner makes the citizens feel safer, happier, and above all it gives them a small sense of revenge." Roe said. He took a breath and continued. "But those that love the enemy always have some sort battle raging within them. Namari, should the king let the werewolves go there will be riots calling for his head or hunting parties of untrained men going out and trying to slay a werewolf. Both of those are bad things. However, the only werewolf truly to blame for causing a war would be the alpha. It's like a dictatorship of the highest degree. Either do what he or, very rarely, she says or die. There are no other options. So, should he keep the werewolves in jail based off the fact that they attacked Avaleur then the citizens who sympathize with the werewolves will riot. Some will make attempts to break out these prisoners, which is a crime of the highest degree. People will die and be sent to prison should the king pick either path. Executing them would be even worse, I wouldn't recommend that." Roe took another breath, trying to think of a way to put his next statement.
"To be quite honest, there is no safe path here for the king. The safest would be the middle ground of both paths. Let a few go to ensure the safety of the young ones still out in the forest so they don't die or get killed. Plus, if they are kept any longer the young ones will turn without assistance which would cause a horde of feral werewolves to go towards the largest place of food. Avaleur. Should these werewolves prove to have satisfactory performance in obeying the law and preventing another raid of feral werewolves, let the rest go over a period of time. Start with the new alpha and release a few of his trusted werewolves with him, at least ten, and proceed from there. At least, that's what I would do if I were king."

"Well, guess what? You aren't the king. My word is final." Phillis barked at Roe. He continued. "It doesn't matter if you're the hand of the king, or some random fucking dude who waltzed in here, I do not care for your opinion on the matter. They are both irrelevant. You're letting your emotions get in the way of how things are supposed to work. Let me explain it to you in words you will understand: IT IS THE LAW. THOSE WHO BREAK IT, GO TO JAIL."
Roe raised his eyebrow. Such an ill-tempered king. "Yes, that is true. In the end, your word is law. But there is a reason you have a hand, and it isn't to treat her like she's some serving maiden you can screw over and make your bitch. It's so you can listen to her advice and hope she is willing to fight for such a rude man should the need arise. You aren't very grateful, and in the end that will be your undoing. What sane and moral person would want to serve under a man who couldn't give a rats ass if they licked the shit off of the bottom of his boots because it smelled weird?" He scowled and stood straight up, adding another few inches of height from his slouched over form earlier. "And for your information, I'm not some random dude walking in here. in all actuality, I am technically the king of my people thus putting me on equal terms as you. I have well over nineteen thousand years of experience more than you do in this hell we call Guerre. I am not trying to overrule you, I was just expressing the paths you have and which one would be safest based off of the fickle minds of humans. The least you could do is consider them before you dismiss them completely. But like I've said before, you're ungrateful as satan himself and apparently you're incapable of accepting help from anybody. I wonder, what would happen to your precious kingdom if Namari quit as well as the rest of your advisors? Most likely, citizens would storm the castle in protest. Get over yourself and try to see the problem from more than one point of view, 'your highness'." Roe breathed in deep after this long spew of words, saying the last two in the most sarcastic voice he could muster.

Phillis gave a small fake smile to Reo. "I do not care for your position, nor do I care for your opinion. You are out of place here and need to mind your own business. I'm not incapable of accepting help from others, I'll have you know. But I will not bend the law for emotional reasons. The law if made to be followed. Now if you'll leave, well, that would be absouletly fantastic."

"Hey, I'd appreciate it if you stop badmouthing someone of my race!" Namari clenched her jaw. "And you don't accept anyone's help Phillis, you never do! The people closest to that is Dante and your daughter, and yet I doubt they can convince you of things half the time. You are the most stubborn, uncontrollable ruler Avaleur has ever had! Well, I've got news for you Phillis, I bet half the people hate you! The knights are keeping this place together, you just make the decisions! Honestly, you make good decisions sometimes. And then you make irrational decisions, and it makes me feel like an idiot because I have to be the one enforcing the rules!"
